​PG patients receive an additional 50% off for subsidised services at the subsidised SOCs. This is on top of the enhanced subsidies for SOC services. This includes consultation fees, as well as tests (e.g. blood tests, imaging) which are needed by majority of the patients. Subsidies will not be applicable for private patients.

Pioneers also receive an additional 50% off for subsidised drugs at the subsidised SOC and polyclinics.​

You will qualify for the enhanced subsidies for SOC services if you have been assessed before to be lower- to middle-income. For example, if you currently hold the Blue or Orange Health Assist card, you would have been assessed, so you do not need to do anything. You will automatically get the higher subsidies.

If you have not been assessed before, please apply to benefit from higher SOC subsidies. The process is the same as applying for CHAS. The application form is available at the Public Hospitals, Polyclinics, Community Centres and Clubs (CCs) or Community Development Councils (CDC). Alternatively, the forms can be downloaded from www.chas.sg.

If you are unsure whether you have been assessed before, you can call 1800-650-6060 to check.

Pioneers receive an additional 50% off subsidised services at the polyclinic. This includes consultation fees, as well as tests (e.g. blood tests, imaging) which are needed by majority of the patients.

​​​​​​​​​​​​All Pioneers, regardless of income or housing type, will be able to benefit from the following special CHAS subsidies for common illnesses, chronic conditions under the Chronic Disease Management Programme (CDMP), selected dental services, and health screening recommended under the Health Promotion Board’s (HPB) Screen for Life.​​

If you are not under the Pioneer Generation and qualify under existing CHAS criteria, you can pick up the CHAS application form at any Restructured Hospital, Polyclinic, Community Centre and Club (CC) or Community Development Council (CDC), or download the form at www.chas.sg.

Yes. With the Pioneer Generation card, all Pioneers can enjoy special CHAS subsidies for dental care at CHAS dental clinics, which helps to offset costs for common dental services such as dentures, crowning, root canal treatment, filling, amongst other services.

Pioneers will also be able to receive an additional 50% off subsidised dental treatments at polyclinics.

Patients who have been assessed to require further specialist dental treatment can be referred by polyclinics or CHAS dental clinics to the National Dental Centre (NDC), which is the hub for specialist dental treatment. At the NDC, they will be able to enjoy an additional 50% off subsidised outpatient dental services – which includes crowning, bridges, dentures and root canal treatment.

The Pioneer Generation MediSave top-up is based on the year you were born. Therefore, the amount you receive each year will not change. Please see the table below. Pioneers born earlier receive larger MediSave top-ups as they typically have less savings than younger members of the Pioneer Generation.

Don't worry. As a Pioneer, you will receive a special subsidy for your MediShield Life premiums. All Pioneers will pay less premiums for MediShield Life than MediShield:

All Pioneers will receive annual MediSave top-ups, which range from $250-$900 depending on birth cohort. These top-ups can be used to further offset premiums. Older Pioneers with serious pre-existing conditions will receive additional MediSave top-ups of $50-$200 from 2021-2025, to help with their higher MediShield Life premiums.


1  Premiums are based on the indicative schedule of benefits and may be adjusted, such as for changes in healthcare costs. The CPFB will provide written notification on the payable MediShield Life premium (after any applicable subsidies), before premium deduction.

2  Age Next Birthday is the Pioneer's age on his/her next birthday after the policy renewal date.

3 There will be an Additional Premium of 30% if the Pioneer has serious pre-existing conditions.

Integrated Shield Plans (IPs), are made up of (i) MediShield Life and (ii) an enhanced portion providing better benefits and/or higher coverage (in private or Class A/B1 wards in public hospitals). For those with IPs, the special Pioneer Generation MediShield Life subsidies will apply to the MediShield Life component of their IP premium.

​​​​The Pioneer Generation package is not meant for all who turn 65 in 5, 10 or 25 years' time.

Rather, it is for the special generation of Singaporeans who were at least aged 16 in 1965 - or are aged 65 and older by the end of 2014.

Initially, the Government had considered providing the Pioneer Generation benefits to those who were at least aged 21 in 1965. However, we received feedback that many started working when they were 16 years old back in 1965. Hence, the qualifying age was lowered.

​​​​​​​​​​​​​You are considered a pioneer if you meet the following eligibility criteria:

  1. ​​​​​Aged 16 and above in 1965 - this means you were:
    • Born on or before 31 December 1949
    • Aged 65 and above in 2014


  2. You obtained Singapore citizenship on or before 31 December 1986.

Those who are eligible for the Pioneer Generation Package would have received a notification letter in June 2014.

​​​​​​​​​There is no need to sign up. Letters were sent in June 2014 to all eligible Pioneers to inform them of their eligibility.

(1) Annual MediSave top-ups were credited automatically to your CPF MediSave account since July 2014.  Nearly everyone holds a MediSave Account. You will also be informed in June 2016 of the MediSave top-ups in 2016, and on what to do if you do not have a MediSave account.
(2) Outpatient care subsidies automatically started from September 2014 at CHAS GP and dental clinics​, polyclinics and specialist outpatient clinics.

The Pioneer Generation card was sent to your NRIC address by September 2014. You can use this card at specialist outpatient clinics, polyclinics, and CHAS GP and dental clinics. Those with functional disability can apply for annual cash assistance under the Pioneer Generation Disability Assistance Scheme here​.

(3) MediShield Life premium subsidies. The subsidy is applied automatically on the MediShield Life premium payable.

Where can I receive my Pioneer Generation benefits?

Pioneers can receive special subsidies at polyclinics, subsidised Specialist Outpatient Clinics (SOCs) in the public hospitals, and private General Practitioner (GP) and dental clinics under the Community Health Assist Scheme (CHAS).

What does the Pioneer Generation welcome pack contain?

Each welcome pack contains:

  • ​A personalised Pioneer Generation card;​
  • A Pioneer Generation benefits booklet, which outlines what every Pioneer will receive from the Pioneer Generation Package. Information is available in all four languages;
  • A CHAS (Community Health Assist Scheme) clinic directory;
  • A list of the addresses and phone numbers of the six nearest CHAS clinics to the Pioneer’s home;
  • ​A fridge magnet with the Pioneer Generation hotline numbers and website address.

​​​​​​​​​​​​​Thank you for your kind spirit of generosity. We are glad that you are considering donating. However, we regret that you cannot donate your MediSave top-ups because they are meant for your healthcare needs.

Instead, we encourage you to donate an equivalent cash sum (if you wish) under the Singapore50 (SG50) Care and Share movement. The impact of your donations will be doubled with the matching grants from Government. This will strengthen the good ​work of our community organisations which directly help the vulnerable elderly. The Appeals Panel was set up in May 2014 and has carefully considered the criteria for assessing appeals.

If you were born after 31 Dec 1949, please note that no appeals will be received. As explained in response to queries in Parliament and during the debate on the Pioneer Generation Fund Bill, the Appeals Panel recognised that the Government had already adopted a more inclusive approach by extending the Pioneer Generation Package to all those born in 1949 or earlier. Whatever the age set, there will always be those who marginally fall short of it. It would therefore not be feasible or fair to allow age-related appeals without extending the new age criterion to all Singaporeans. Hence, as provided under the Pioneer Generation Fund Act, the Panel decided that it would only consider appeals relating to the citizenship criterion.

For citizenship-related appeals, the Panel considers whether the person had obtained Singapore citizenship shortly after 1986 – the year set as the citizenship cut-off date for eligibility of the Pioneer Generation Package. In addition, it looks at factors such as whether he or she had been in Singapore since the early years of independence, contributed to our society, and had demonstrated clear efforts to sink roots in Singapore.

If you would like to appeal on behalf of a relative, please obtain your relative's consent first.​​​
